"IAA"is a system separete from the Government of Japan (GOJ) to provide high quality of administrative services with more flexibility than before.
Before the establishment of the LMO/IAA, administrative matters concerning the labor management of the USFJ employees were conducted by the prefectural governors. This was done under the "Administrative Work Entrusted to the Local Government" statutes in order to fulfill the provision for labor imposed on the GOJ on the basis of the Japan-U.S. Security Treaty and the Status of Forces Agreement, etc. However, Promotive Program of Decentralization of Power made a distinction between the work conducted by the GOJ and the prefectural governments. Therefore, The“Administrative Work Entrusted to the Local Government”was repealed on April 1, 2000.
It was determined from the viewpoint of efficiency and reduction of the administrative work that the use of the IAA system should be introduced except the field that the GOJ as the legal employer has to handle directly. Therefore, part of the administrative work of labor management was transferred to the LMO/IAA on April 1, 2002.
During the transition period from April 2000 to March 2002, the GOJ as the legal employer handled the administrative work, whereas the prefectural governments handled what involved "Legally Entrusted Business Matters to the Local Governments".
